Intel Optane Memory Pinning, error
getting this error message, any help welcome
Intel Optane(tm) Memory Pinning : can not load the file DLL ´iaStorAfsServiceApi.dll´ : Can not find the specified module. ( Exception HRESULT : 0x8007007E).

Begging pardon:
Same issue as described by many, however any attempt to interact with the app through the settings interface ("modify" OR "uninstall") yields a message box that informs me "The feature you are trying to use is on a network resource that is currently unavailable." It offers me the chance to select the location of "ShellPackage.msi" but that doesn't seem to exist on my device (which I suspect is the real issue here). This effectively shuts down the interaction leaving me no ability to modify (repair), remove, or in any way address this annoyance. I have tried ending and disabling the actual system process as a workaround while I find a solution but to no avail.
Inspiron 5570 (SupportAssist and Drivers fully updated today)
Win. 10 Build 18362.356 (currently fully up to date)
Intel Optane Pinning Explorer Extension 17.5.0.1017
Intel RST 17.5.0.1017
Help please?

You have to access Programs & Features under the Control Panel, not the Windows settings. You can get there through Control Panel -> Programs -> Programs and Features. You should be able to repair Optane pinning there.

The directory for the file is supposed to be: C:\Windows\System32\DriverStore\FileRepository\iastorsw.inf_amd64_9042292dc256413d\
If it isn't there, you may need to install it from an online source

Same issue than you. It is impossible to uninstall Intel Optane Memory Extensions because ShellPackage.msi is missing.
The ShellPackage.msi is available when you download f6flpy-x64.zip from Intel website but where to store it? i don't know.

Данная проблема возникла вчера (28.09.2019) после установки обновления (перехода с Windows 10 (1803) на Windows 10 (1903) на моём ноутбуке DELL Inspiron 5770-5495, поддержка DELL Support Assist 3.2.2 закончилась 05.08.2019.
This problem occurred yesterday (09/28/2019) after installing the update (switching from Windows 10 (1803) to Windows 10 (1903) on my DELL Inspiron 5770-5495 laptop, support for DELL Support Assist 3.2.2 ended on 08/05/2019.

Для решения данной проблемы в Windows 10 (1903) и на более ранних системах нужно просто зайти в папку Program Files - Intel - Intel Rapid Storage Technology, затем просто скопировать там данную системную библиотеку iaStorAfsServiceApi.dll (Intel Optane Pinning API, version 17.5.0.1017 или другие версии, размер 133 Kb), затем зайти в папку Windows - System32 и вставить её туда. После данной процедуры сообщение об ошибке Intel Optane Memory Pinning исчезнет навсегда. Проблема решена.
To solve this problem in Windows 10 (1903) and earlier, you just need to go to the Program Files - Intel - Intel Rapid Storage Technology folder, then just copy the given system library iaStorAfsServiceApi.dll (Intel Optane Pinning API, version 17.5.0.1017 or other versions there , size 133 Kb), then go to the Windows - System32 folder and paste it there. After this procedure, the Intel Optane Memory Pinning error message will disappear forever. The problem is resolved.

I had the same issue when I upgraded to Win10 1903, but the 'Modify' solution mentioned many times above worked for me too.
