No "function keys" in mobility center, "Fn" key not working

I'd think if it was just a faulty key, "function keys" would still show up in the mobility center.  I now need the function keys but don't want to change between standard and secondary through BIOS all the time.  I have the newest BIOS as of today.  Can try rolling it back a couple of times, but the lack of it in the MC made me think it isn't BOIS.
