Pc stuck on Dell screen

My laptop screen is stuck on the Dell logo. Some time ago, after waiting for a very long time, it finally started, but the screen remained frozen on a page telling me that TPM 2.0 was disabled. It asks to press continue, but the screen is frozen, so it's impossible. Usually, this page would appear every startup, and I could press continue, but now I can't do anything.

System model please ?? 

If you can open the computer, please disconnect battery cable, press and hold the power button for 15 seconds and connect battery cable back this should allow you to turn on the computer. 

Regarding TPM go to dell supportsite and enter your service tag, under drivers >>  you should find a TPM firmware update utility
