Safe boot xps 9520 to control startup programs?

My XPs laptop won’t boot after installing roxio vhs to dvd. Plus. How can I get to safe boot to disable that so it will boot? I’ve tried F4 and F5 to no avail. F2 nor F12 have an option for safe boot. Help!
