The mainboard can be replaced yes -- the question is what model system do you have? On some, it may cost more than the system is worth to have the board replaced.
On systems with removeable memory or storage, there's always the possibility of other components needing replacement.
Only you can decide either a mainboard replacement is worth the cost -- note that this model doesn't support Windows 11 and is several years old, so a replacement system may be a better idea.
Most likely a power rail shorted out. There are boards for this system that are under $300 -- so a repair won't cost any less even if it is possible. The labor alone to find the issue will cost that.

Unplug the system and disconnect the battery from the mainboard. Wipe up all evident water and let the system dry for a couple of days.
Then try applying power again.

Unfortunately it doesn't work. I've let it dry for a long time. It won't open.

If the problem is with the motherboard, can it be fixed?

Is this an XPS 9350, 7590, etc?
