More information would be helpful. For example:
Without knowing any of that, I'm just guessing. It could be that the settings are not optimal. To change settings, you need Skype.
You may by default have Skype installed. If not, install it.
Launch Skype. Your exact path/steps may differ somewhat as I am on Win10, perhaps with a different Skype version from you, and I am using the installed application rather than the MS Store "app". Here's what to try:
Skype | Settings | Audio & Video | Webcam settings.
Look at the "Saturation" slider: is it set fairly low? If so, slide it higher. On my system it is at 64%.
Look at the "White Balance" slider. On my system it is set to 4600 and the "Auto" checkbox is checked.

Under Windows 10, webcam drivers will be supplied by Windows Update. That should also be the case for Windows 11, but Windows 11 seems not to be totally ready with all drivers yet, as other users have complained about lack of driver support.
Since the laptop is new, you can contact Dell for support. They may want you to go back to the originally-provided OS of Windows 10.

the cam didnt work on win 10 so i treid to install win 11 but it didnt help as you can see in the picture there is no driver. can you explain me where can i find it and how can i install the driver

I'm a little unclear from your post. Do you mean that it came with Windows 10 and then you installed Windows 11? Did the webcam work under Windows 10?
Driver support is still an issue in Windows 11. It may be worth going back to Windows 10 for a while.
You say it's a new laptop. If it's under 30 days and if the webcam never worked with the original OS, you can return the laptop to Dell and cancel the purchase.

It's a new computer, i instaled win 11 but it was like this from the start. it looks like there is no drivers at all or no cam i cant find it on the devise manager
i tried with windows trouble shooting and he can't find my cam too
