XPS 13 9365 100% CPU - no specific process running it up

My laptop will frequently run at 100% CPU and then suddenly go back to being normal again. Sometimes this happens after a minute. Other times it lasts for hours. Restarting tends to trigger this issue rather than fix it. Task manager shows no specific resources using high amounts of CPU. I have uninstalled almost all programs. Disabled every program on startup. I reset windows (no help) and am now reinstalling via a usb. I can already tell this isn't going to work because the computer is running so slowly that the Support Assist OS recovery tool is having trouble loading off the usb. Is there anything else I can try or is this hardware? I am still in warranty. I've only had the laptop a few months.

The following may help. Also if you are recovering the factory image then there is a lot of bloatware. A clean install may help and streamline your system.

If you are seeing high CPU usage, then the Task Manager should show what is doing that.  It may not tell you exactly but you might be able the use the Resource Monitor and filter for what you see in Task Manager.

There are things that run on the system which cause it to get warm but I have seen some comments about runaway utilities that need to be dealt with.

If none of the built-in utilities, there is a utility from Microsoft that is more detailed than Windows, called Process Explorer..
