Both USB-C ports on the left side stopped working. It won't recognize any USB-C device.

What model XPS 13 (9330, 7390, etc.)?
If there are USB ports on the other side, do they work?

There is one on the right side that works. It is a XPS 13 9305

That likely means the Thunderbolt chip has failed -- the only sure way to solve that is a mainboard replacement. Unfortunately, just a mainboard will cost about what the system is worth, and that's just for the part - if you don't change it yourself, the labor charge will increase that to more than a used system would cost, complete and working.
The right-hand USB port is 3.1 -- it's not Thunderbolt.
