XPS 15 9570 Boot Loop After Reset

I have recently attempted to reset my XPS 15 9570. It is now stuck in a constant boot loop whereby it reaches the screen to enter localisation details the progresses to telling me there are problems requiring an update. 

At this point it goes to a "Please wait" screen for approximately 10 minutes before booting to the Dell logo and then back to the localisation screen. 

Rinse and repeat ad infinitum. 

I have run diagnostics with no errors and have checked BIOS settings as suggested elsewhere. 

I do not have access to another PC, but do have a USB flash drive, an Android phone and an iPad. AFAIK, all I need now is the Dell Windows 10 Home recovery image, but this appears to only be accessible via a software tool for Windows PC, which I don't have. 

Can somebody give me a way to proceed? I have my service tag number available on request.

By the way, Dell does list your model number XPS 9570 as having Support Assist OS Recovery tool. Do you see Dell utility listed in the BIOS?
