Start with a battery report.
Open a command prompt with administrator privilege and type
powercfg /batteryreport
What are the design and current charge capacities showing for the battery?

The battery appears to be in good shape. How old is it, and is it third party or OEM?
Will the battery charge to 100% with the system powered completely down (not in hibernation or sleep mode)?

Despite the report, my guess would be one or more cells is bad. In the absence of any other symptoms, replace the battery.

@ejn63
That doesn't help me now. Surely there must be a setting to change so it charges to 100% instead of 80%?

If the system won't fully charge the battery with the system powered off, the issue isn't a setting - it's an issue with the battery or the charging system. Since the latter would require a mainboard replacement that's not economically feasible on an old system like this one, and since it's more probably the battery's age that's the issue, replace the battery.
You won't find a new OEM battery for a system that's almost ten years old - look for a reputable supplier of third party batteries.

Thanks for your reply. I checked and indeed it was on adaptive so changed it immediately to standard. Will see if it charges now to 100%

Your XPS 9560 is likely hitting the Battery Extender/Custom Charge Limit feature enabled in the Dell software, designed to prolong battery lifespan.
Steps to fix it:
Check BIOS: Reboot and press F2 to enter BIOS setup. Navigate to Power Management → Primary Battery Charge Limit. Ensure this setting is disabled or set to 100%.
Check Dell Power Manager: Open the Dell Power Manager application in Windows. Go to Charging Settings and confirm the profile is set to "Standard" or that the Custom range maximum is set to 100%.
The laptop is honoring a software limit; changing this setting in either the BIOS or Dell Power Manager app is the only fix.
