XPS15 7590 Charging Issue
I have a charging issue that I cannot figure out on what could be considered a brand new XPS 15 7590. My battery says "Power mode (plugged in): Better performance" however the percentage stays at 39% perpetually. If I unplug the power block, the laptop dies instantly as if there is no battery. The light beneath the trackpad is flashing orange as if to indicate a critically low battery.
I purchased this laptop a little over one year ago for work, however due to circumstances, I did not end up needing to use it at that time. I opened the box when I got it to ensure it came safely and securely, and powered on, but I have only now booted it up to begin use in the last couple of weeks, so this is effectively a brand new laptop. I realize this was foolish now, because here I am just outside my warranty and I cannot figure out how to resolve this issue. It seems like a defective component to the laptop.
I have updated all firmware/driver suggestions per the Dell update checker, but nothing has changed. The battery continues to sit at "39%" and won't power on without the adapter/actually charge the battery.
I searched the community but couldn't find an issue that lined up just like this one. Hopefully I can get assistance here, and the answer is not that I bought a lemon and only found out too late.

You can call Dell tech support but unfortunately the system, whether it was used or not, will probably be considered out of warranty by tech support. The battery warranty will have expired as well. The problem with batteries is that if they are left on a shelf (even in the system) unused for a long period of time, will reach the point where they will not hold a charge. Try running diagnostics (tap F12 immediately at boot) and check the adapter and battery health. More than likely the battery will show as needing replacement. You can try a reset as a last resort. Unplug the battery and adapter then press and hold the power button for 30 seconds. Then reconnect everything and try again. But I suspect in the end only a battery replacement will cure your problem.
