I am seeing exactly the same thing.

400Mhz across all cores, Laptop runs like a dog.  All Drivers and Bios updated using latest version of Dell Command Update .  GPU goes to 100%

I reinstalled windows, replaced motherboard but both solutions do not solve the issue too. At the moment, pointing an external fan to help with cooling seems to prevent the throttling. This should not be necessary with just light office work.

I'm monitoring the CPU temps and the highest I'm getting is 79 degrees Celsius

The GPU seems to be the focus of the load.  All cores lock at 399Mhz.

A new update for the BIOS came out on 14 May, I've installed that as well as the Windows update KB4497165. For now i don't see any throttling issues, maybe you want to try these 2 steps.

Post installation of BIOS came out on 14 May, issue stopped producing for 4-5 days. After that the same latency issues started again. Hence the new BIOS is also not fixing issue.

There's a new BIOS on 22 May. Have you tried that? So far no issues for me after 6 days.

my 5300 (non 2 in 1, i5 8365U ) in my office was always running at 98c on idle CPU and throttling hard. the fan always ran at max also. all of the colleagues that have this model have this issue

i updated all drivers via command update and the BIOS. the only thing that would fix it was replacing my stock thermal compound with some arctic silver MX5 and it runs 20c cooler now.

i wish the techdirect portal had an option to ship me some decent thermal paste, rather than the stock thermal pads they supply.

I've the same issue with a Dell Latitude 5300 that after some time it's on, it throttles at 400Mhz from the usual 1-4Ghz range. I'm facing this issue for some weeks, I don't understand the causes.

Do you have any solution ? Throttle Stop to be set properly ?
