This article explains what needs to be done. The easiest way to do this is by either starting the computer in the safe mode(press F8 on bootup) and log into an unrestricted account. You can also start the computer in the normal mode and log into an unrestricted account.

After login, hit the Windows Key and the R key at the same time. Type

CMD

hit enter. Now type

chkdsk /r          (space between the k and /)

press enter and then answer with a Y

type exit and now restart your computer. It will check for errors and repair the problem.

Thanks but thats the problem, I cant get to login. When I try to use F8 it goes to the screen with the different options but they all lead back to the same error page. Nomatter what I try italways comes back to that error page.  My system is a Dell DM051

Request a backup set of disks. We can then do a repair installation. Everytime I did a repair installation on my Dell, I didn't lose anything except Windows Updates.

You would insert the operating system disk(order one by clicking below my signature) and restart your computer.

Press any key to boot from the CD.

Choose install

Do the agreement.

Now choose repair. Leave the disk in until you see the elcome screen.

Go to Windows Updates and get all the Updates again, especially .net Framework, needed to run many applications.
