optiplex gx60

Im having a problem re-booting my cpu. I do have windows xp professional. Is there any step by step procedures? This is my 4th time trying.

What state are your 4 diagnostic lights in when you attempt to boot?

Can you get to the BIOS screen?

Are you able to boot to a bootable floppy or CD?

oh yea I have a optiplex GX60

The diag lights are located on the back of the system. They are 4 small LEDS.
