Internet 'No Data Transfer'

Can someone please help concerning no data transfer by Explorer and Outlook Express?

My ISP support has advised that a reinstall of Windows ME is necessary because diagnostic and corrective actions have failed to resolve the 'no data transfer' issue.

DELL recommendation for reinstall is that it only be done under guidance of a DELL technician.

I think  a driver has become corrupt and I don't know what I should be looking for.

The problem:  DELL 8100 connects to ISP server OK.  Explorer then comes up with 'Cannot find server', Outlook Express fault message states the ISP cannot be located.

This problem occurred after I had run the PC Doctor program.

It is the accustomed or habitual way to establish communication with your Internet service provider about such subjects under consideration first, which it looks like you (prior to a specified or implied past, present, or future time) have done... now with that being said, I am compelled by physical necessity to express in words that this is giving a deceptive impression of easiness, simplicity, or order... but truely there must be an answer. I will mean to make an effort to accomplish an end... finding out more on this subject. Good luck, sir! talustheelder@hotmail.com.

Reset ALL internet options to Default Configuration.  Check to see if the hardware/software firewall is interfering with your browser.

All internet connections were reset to default, and firewalls/spayware removed.

I can connect to the ISP, and can get no further on email and internet connnection.

Do you think un-install/re-install of the modem may be an option perhaps?

Are you using Dial Up Networking?  Do you see two squares in the task bar (next to the TIME display) when you're connected to the internet?  Did you try to repair IE?  Which version of IE are you using?  What type of modem do you have?  If you have a software based modem, then remove the modem from device manager.  Also go to Add/Remove list and remove any modem driver you may see.  Reboot and reload the modem driver.  You may also want to reseat the modem in the PCI slot.

Did you added new software/hardware to the PC?

Modem is configured to Dimension 8100, SF-11561V +/R9E, type Conexant HCF V.90 56K RTAD

The connect symbols exist and are flashing on the bottom bar.

No software installed prior to problem.
However, I did run PC Doctor because of stalling problems with most applications.

Given the above, I take that you are recommending un-install/re-install the modem.

Incidentally, I am located in New Zealand.

Yes, remove/reload the modem driver.  Could be a bad modem.  Those software-based modems are not very good.  You may also want to try a good PCI hardware-based modem, like the USR 5610.

A factor that is holding me back is the drivers and utlities CD has instruction for Windows 2000.
I have Windows ME, therefore instructions and page views for uninstall-reinstall are diffciult to follow.

Also, hwne I insert the ResourceCD an error message apperars that reads, 'Error #429 was generated by ResourceCD Active X component cannot create object. Reintall etc.

Contact DELL for technical support including the correct driver.  I don't have that exact modem.

If you see a square box flashing at the bottom right corner, then the Modem does connect to the ISP OK.  IF the Internet Explorer screen says "Cannot find server", you can manually enter a new link, such as

http://www.yahoo.com .   If it displays OK then you can set one of your favorite link as default by clicking on the Tools tab at the top of the IE and select Internet Options.  Here you can add default link at the Address box.  Check the Connections tab to make sure the name of the ISP is highlighted. Under the Programs tab at the E-Mail, check if it says Outlook Express.  If both IE and Outlook Express are not working, you might want to reinstall the IE software.  The PC Doctor might change or delete something which can cause this problem.
