I cant get USB powershare to function on my Optiplex 7040, BIOS ver 1.15.5.

I have powershare and other USB configuration options enabled in system BIOS. I confirmed all front and rear USB ports are enabled, and still have no charging capabilites from the front powershare USB port. 

I see many threads concerning laptop powershare issues, but can not find a suitable desktop solution. Any help would be greatly appreciated.
