I would say the 4790K would not work but the 4790S should. The following post will help a lot with a list of compatible CPUs.

For what its worth, I just put an i7-4770 in an Optiplex 3020 MT with NO problems. I upgraded the BIOS to the latest (A20), It idles at 23° C and NEVER got to 70° C running Prime95 for an hour (I did polish the heat sink and CPU with 2500 grit paper).36322

The 4790 that works is the 4790S which is a 65W CPU.
4790K is 88W

My i7-4770 is 22nm with a TDP of 84 Watts. I t still keeps VERY good temps (low 20's idle, mid 60's under high load with Prime95) with the stock cooler.36301

The issue is not temp its overloading the 290W or LESS power supply.
Optional 365W power supply would not have issues.

I put a Xeon E3-1276 V3 in mine and it works and recognizes fine.

I wouldn't say that the 4790K wouldn't work since mine does, but requires a BIOS update which needs an older CPU seated to install. Caused a big headache when I almost threw out my old CPU when I got the 4790K. User Benchmark of mine: https://www.userbenchmark.com/UserRun/54719826
