Precision 3660 and Intel Arc B580 will not boot

1000W PSU and Win11 Pro. System will power on, but will not advance beyond the Dell Splash screen. No beeps or blink codes, and system halts after several seconds (splash screen remains displayed but Ctrl-Alt-Del, F2, F10 stop working). I have reset the BIOS, and confirmed that Resizable BAR and Above 4G are enabled. I have also tried booting with ReBAR disabled (as well as a host of other toggles, such as disabling secure boot. I can't seem to get it to work at all. BIOS is up to date.

Ideas?

    Pull the B580 and try to boot. If that does not help disconnect everything from the MB except the PSU connections and try to boot. If that does not help, pull the RAM and try to boot. Have you done any changes such as repasting the CPU or replacing the CPU?

    It will boot fine without the B580. I have tried pulling RAM to no effect. I am using the computer daily with an RTX A2000. It only experiences trouble with that GPU.

    @YoyoIG​ After recent BIOS updates, it will now boot once with the B580 in it. If I shut down or reboot, it's back to staring at the splash screenm
