HDMI port not working on Windows 11

Dell Precision 5530 with Windows 11, second display Lenovo D22e-20

When I connect a second display to the HDMI port, this second display gets recognized by Windows as a Generic Monitor, but this second screen says "Standby Mode".

I started the system with an Ubuntu Live CD and I can get the second monitor to work without problems, so this eliminates a faulty HDMI port, cable or second display.

I tried uninstalling the Intel UHD 630 device along with the driver and got the basic driver to install, but the same thing happens. I downloaded and did a clean install of the UHD driver from Dell, same thing. I also downloaded and did a clean install of the driver from Intel, but got the same result.

I have seen online that there was a widely known problem with this integrated graphics card, has it ever been resolved?
