Dell All-In-One (968W) causing Computer Start Up Problems
I have a Dell 968W All-In-One hooked up to my Dell Optiplex GX260T running Windows 2000 Professional. With the printer attached via a USB cable, the computer will not start up. If I remove the USB cord, then the computer starts as normal. It appears as if the computer wants to boot from the USB port. The boot sequence appears correct. What else might be causing this problem?

The boot sequence was correct. I installed the driver from the Dell website, and it still doesn't startup. It sits with a cursor blinking at the very top left of the corner of the screen. It never gets to the screen that says Windows 2000 is starting up.
Any other ideas?

It sounds like you have the boot sequence in the wrong order in the Bios. I would change it to boot from CD rom then hard drive.and put the flash drive on the bottom. The restart your computer.
Now try installing your printer this way and see if the problem continues.
Disconnect your printer. Go to start/programs/Dell printers and un-install your printer. Make sure your printer was removed by also checking the control panel.
Restart your computer.
Now go to drivers and downloads/select product/printers/select your printer. Download drivers, Utilities, firmware and Patches.
Install your printer. You'll be prompted when to connect it.
