anybody help me?

I have lost Dell Media Experience (among other things) due to a power surge.

When I reloaded what software I had (dell apparently did not send me backups for everything they loaded at the factory) I found this Power DVD player was all I had. It does not play well and often ceases to function while playing a DVD. Nor will it play video CD's or other media.

Does anyone know whether Dell has a responsibility here? I can't even get someone who speaks English, much less know the difference between these. Does my three year warranty mean anything or is that money wasted as well?

Finally can I get Dell Media Experience elsewhere so I can restore that part of my system to the state it was before Dell's surge protector failed to do its job?
