You initiate the Test a Copy action (image access) and mount the local replica copy on your Dev server, test it, disable testing and then in a separate flow recover it using the Test a Copy and Recover to Production action when you're ready.

Thanks Rich. My Replica is at the DR. How do i get the Primary Site DevServer to use the Replica if its at the DR?

It’s not a problem that the replica is at the DR site. The Recover Production action will recover the data to the source copy at Prod from the DR replica copy across the WAN link. Just note that it recovers all of the data post of the PiT snapshot and up to the PiT snapshot itself and then deletes these entries from the replica copy journal.
