Dimension 3000 problem.

I am helping my friend with some computer problems.   The computer was given to him by a neighbor, so I don't have a whole lot of information.   It is a Dimension 3000.  
 
Upon startup I am receiving this C000021A message and then it says windows logon process termination and it lists exception OxC0000135 when I hit enter the computer shuts down.
 
Any help on where to start with this would be greatly appreciated.

    How can I do that, If I can't get into the computer?

    I tried booting into safe mode and after a minute of looking like it was booting ok it shut down.  The next time I tried I got the following message.
     
    Diskette drive 0 seek failure   Alert! Previous shutdowndue to thermal event
    F1 to continue    F2 setup utility
     
    If I use F1 then I get back to the C000021A message.
     
    Again thanks for any help you can give.    It appears that XP home is what is loaded on the machine.   I am not concerned about the data, so if I need to wipe the drive and do a fresh install I would be fine with that.   I'm just not sure where to start to do that.  
     
    I booted up with the XP disk in the drive but it didnt read the cd instrat of the harddrive.

    Google tells me this error means you are running .NET programs without having it installed. You can download it from Windows update or, using msconfig, disable it in the startup list

    Try and boot to BIOS ( Setup ) and see if you can get temps . . look in PC Health if it has it.
     
    Sounds like you may have an overheating issue . .
