    zami,

A version of the file dated 1999 can be downloaded from here. It is associated with Novell Netware and how that applies to your problem is not clear.

If you are attempting to edit your registry you need regedit.exe not regedt32.dll.

Yes i made a mistake it is Regedit which works fine BUT i dont know what to do or where to go when i get there in order to solve this  this  problem with the administrtor status.    Do you know what exactly it is that i have to look for and adjust if necessary.

    zami,

Try logging on as System Administrator (you must do this in Safe Mode if using Windows XP Home). At the Welcome Screen press Ctrl-Alt-Delete twice. On the sign-in screen enter Administrator as the user name and leave the password box blank. If you are able to sign on in this manner, you can go to Start|Control Panel|User Accounts and make any necessary modifications to your personal account that are necessary (such as upgrading it to be an administrator account if it has somehow been reclassified as a limited account).
