I have the latest available (2.83.83.83) iDRAC FW installed. Yes that is the .exe I am using, I have re-downloaded and attempted again through iDRAC the RED008 error again.
Is there any other logs I could provide that would help?
Back up any data on the flash drive and then format it using these steps: open file explorer and right-click the USB drive, select Format and then these settings: File System - FAT32
Volume Label - USB
check quick format.
Click start
Then follow these steps:
Download the Bios .efi extension file for your server from the Dell support site.
Copy the file to a USB device.
Note: If you are doing this locally, copy the file to a USB FAT 32 device format on the root of the drive. Alternatively, create an ISO file of the .efi file and mount it in the virtual media of the iDRAC. How to use the virtual media of iDRAC is explained in Using the Virtual Media function on iDRAC6, iDRAC7, iDRAC8, and iDRAC9.
Plug in the USB device or mount the virtual iso through IDRAC and press F11 during POST to enter BIOS Boot Manager.

Select BIOS Update File Explorer through System Utilities and then locate the .efi file for BIOS update.

The server reboots and the below screen is displayed. Select "Continue Bios Update" option.

Did you have latest iDRAC FW installed on the server? Can you download the package again and try it.
Are you trying with Update Package (BIOS_7557V_WN64_2.16.0_02.EXE) in iDRAC?

I had this same problem. Update kept failing when trying to run the .exe file from within Windows, or updating from within the Life Cycle Controller, or from any other method. What finally worked was to update the bios using the .efi file as described at this link - https://www.dell.com/support/kbdoc/en-us/000142454/how-to-update-the-bios-version-of-a-dell-server-using-efi-file-12g-13g-14g
