overclocking a inspiron 3521
im wondoring how to over clock my dell inspiron 15 3521 the CPU is a celoron 1017u clocked at 1.60 ghz so far

not even by software or ceoron is a locked cpu

Both the CPU and mainboard are locked - and even if you could somehow overclock, it'd be like running 93 octane in your Honda Fit - you wouldn't even notice it.
