Is this a system you purchased used -- or from a third party supplier?  If so, you need to contact the supplier.

The system was likely once owned by the IT staff at Deloitte accounting -- Device Freeze is a corporate security utility.  You will need the assistance of your seller at this point to remove the freeze.  If they're unreachable, add the cost of a system board to what you paid for the system.
