Test voltage of AC-Adapter. Specs should be on label.
If that passes, put some other appropriate load on AC-Adapter. If it stays on, it's likely the motherboard or battery.
Only other thing I can think of is to try a different but appropriate, known good, Dell AC-Adapter on laptop.
