I have a dead inspiron 8100! I know to reseat the power board! That requires lots of removals!

Can I test the powerup without reinstalling the keyboard, optical drive, LCD display installed, harddrive, palm assy, etc. all removed? (What ever I have to remove inorder to reseat and then possibly replace the power board.

Basically, I guess all that woudl be there would be video board, led board, mother board, fan, possibly PCMI, etc. I would just be looking for the LEDs to perform.  Currently power charge lamp comes on but goes red if battery needs charging and will not power up under any condition-ac, good battery or....
