emc198683 was created when LGTsc19158 was disclosed to public - which is at the time when patches were generated for affected platform releases. It was reported to EMC earlier than that. The document itself has been updated later on. The date 09/14/2009 is date when document got last updated, but I would not pay attention to that as those update dates get reset every time internal KB maintenance process touches them. I do not know if original document contained CVE id nor what would be date if that was added afterwards. I do remember that around the time EMC announced this some CVE-ID was associated with it, but I do not keep this information so I can't verify it.
