Recommended Dell Server Temps

What is the maximum temp the poweredge servers can be run at and still maintain their reliability?
We have several hundred servers in rooms scattered all over the campus.  Many of the departments want the server rooms maintained 24/7 in the range of 70 degrees.  The problem is most of these server rooms are in older buildings that do not have dedicated server rooms and to cool them we have to cool half the building.  This is costing the taxpayers a lot of money.  We are installing dedicated cooling as money becomes available but it is a slow process and the server rooms are growing faster than we can keep up.  The operating range for the poweredge says 50 to 95 degrees F.  I know the cooler we keep them the more reliable they are going to be.  But in many instances we are spending 20 to 30 thousand dollars a year to cool these server rooms   These are marked for aux cooling as money becomes available.  Being a state institution the money for utilities and the money for aux cooling come out of different budgets so can't just go do it.
