When I try to launch IE I get the following message:  failed to create WSEL parser.  It then attempts to further launch IE then comes up with an error message.  I have uninstalled IE, rebooted and then reinstalled IE with the same results. Any help would greatly be appreciated.  Also  I have scanned for viruses and spyware and found none.
