Problems with IE not loading some webs

Hello everyone..

I have a new Dimension 2400.  The problem I am describing has been a problem since I first turned this system on..

I have a problem with XP and Internet Explorer 6 not loading some web pages that contain .gif images.  I don't know if it's all .gif images and some pages are worse than others.   Two examples are www.jsonline.com and www.touchtmj4.com  for starters.  None of the .gifs on the left of the JSonline page will load and opon first going to the page, I will get NOTHING for up to 2 minutes.  It will just sit there for several minutes saying "73 items remaining" and nothing ever loads.  This is sureley not a network problem because...

I have no problem loading the same pages in less than 5-6 seconds on a Windows 98 machine with IE6 on the same Internet Connection which is a 2MB Cable conection.   I have tried reinstalling the operating system and getting all Windows updates and nothing helps.  I've tried lowering security and privacy settings to low also.  Still no luck.  Is there a program running or a setting somewhere I am missing?   I'm wondering if anyone has had similar problems and what your cure was.
