XP won't open

I have a Dimension 4600 using XP. At start up I can get to the windows page where it says to click user name. When I do that I get an error message:

Explorer.Exe - Unable to Locate Component

X This application has failed to start because BROWSERUI.dll was not found. Reinstalling the application may fix the problem.

I'm not sure how to reinstall the application in that I can't get the system running. Advise please. Thanks

See if you are able to load Safe Mode

- Turn on machine and tap the F8 key repeatidly; 6-7 times.. this should produce an Advance Option Menu

- Choose Safe Mode with Networking and press enter. Press Enter on the next prompt.

- Click on the "Administrator" account. Click yes to the first prompt.

If you are able to get this far, system restore.

- Start -> Programs -> Accessories -> System Tools -> system restore -> click Next at the first prompt

- Pick a day on the calender of which everything was working fine. Click next and next again

If you were not able to load safe mode try performing a Windows Repair

- You will need your "Reinstalltion CD for Microsoft Windows XP"
