It keeps loading circle even after you give it permission to start, anyone else experienced this? Constant spinning loading circle with app grayed out.

It removes all programs but windows.
It does NOT erase data files.
When its done it will leave an HTML file on the desktop telling you what was removed.
So you do fresh start
then do sfc /scannow
then do all windows updates
then reinstall any apps.
Dell has several apps now on the Microsoft store
kbdoc 000178205
Killer no so smart net app is NOT recommended.

I would follow these exact instructions if the issue persists after a complete reboot.

You havent tried fresh start.
Admin Command prompt
C:\WINDOWS\SYSTEM32\SYSTEMRESET.EXE -cleanpc
