I contacted another user on Reddit with the same R15 configuration and funny enough he is also having the same issue.

1. Not surprising, but good trouble-shooting, never-the-less.

2. sounds like maybe audio-device is powering-down needlessly?

3. Strange. Are you looking in (Legacy) Control-Panel? If so, I've seen that on recent Windows-11 UltraBooks, but never a desktop. As far as missing from AW-CC, I would not worry (it's Windows that matters).

4. Try these settings:

Windows-11 Game-Mode is On (Enabled).
- Windows Security/ Device Security/ Core Isolation/ Memory Integrity = OFF
- Control Panel/ Programs And Features/ Turn Windows Features On-Off/ Virtual Machine Platform = OFF
Windows-11 in Settings/Display/Graphics
- Set these to High Performance (ie. use the dedicated Nvidia Graphics card)
- - for Steam, Origin, Epic, XBox App, or any other DRM and/or game Launchers
- - Fallout-76, World or Warcraft, or any Direct-X game.
- - Also any programs and Apps that are graphically demanding. 
Windows-11 in Settings/Display/Graphics/Change Default Graphics Settings
- Hardware Accelerated GPU Scheduling (HAGS) is DISABLED
My Nvidia RTX-3080 driver is Game-Ready v511.79 WHQL (DCH)

NVIDIA Control Panel, 3D settings (for fallout76.exe or your game's main-exe file).
Vertical Sync.
- Enable and set to FAST (suppose to stop tearing, but with speed closer to Off than full On ).
Note: This is for a Non-G-Sync monitor/config.

I am just surprised that a $4k+ system has all these issues out of the box.

I'm not surprised to be honest.  Proprietary system with small testing pool in a short time.

AFAIK, it's just a preset for the Advanced options provided. For one thing (on my systems) it sets Minimum and Maximum Processor Speed both to 100%. So, it's always at full-speed and will Turbo-Boost as needed. Also, tends to set various devices to full-speed and none-to-little Sleeping. However, it's still SpeedSteps and the other related technologies. 

It is a $1.5K system that you paid Dell $0.5K to build for you . . . then you paid an additional $2.0K for the Alienware branding.

Sure, it would be nice if it was perfect out-of-box.

Hopefully, those video settings will help (or new drivers soon) ... all the stuff in that machine is very new.

Personally, I don't see anything too alarming in that list.
