According to this motherboard layout diagram, that is the LED module connection.

I am not a Dell employee...I am forum volunteer

Serious work on an E5430 and constantly building and working on an i5-6500 Desktop

Thank you for the reply, I was thinking it was some form of a lighting connection.

Silly question, what would one do with a LED module connection on a Dell 3650 ?

It's for some type of case lighting ?

FWIW, there's an app to control a light bar listed on the Inspiron 3650 drivers page, and there's mention of a lighting cable attached to the header @JOcean identified, but I don't see anything saying where/how to install a light bar.
