Intel Capability Licensing Service obsolete according to SA00086
The above runs as a service in windows services and is obsolete.
Although my system is patched and not vulnerable I still get the above warning in SA00086 Intel Capability Licensing Service Obsolete. If anyone or Dell can help me with this . I have updated all firmware and software with latest. Bios also on 2/6/18 posted Bios 1.27 and intel management engine interface update on same day . Does this leave a potential exploit in my system? Firmware update needed.

Hmm well it did not work for me. The tool does say I am not vulnerable and I reinstalled the latest intel management, latest drivers and proset tools . Firmware is also updated. Don't know why this Licensing service won't update. I have found some posts where others say this but so far no answer. Thanks for replying though.
I am still having this issue and it looks like the BIOS update 1.27 is not taking care of this issue. Will there be a chipset update for the Inspiron 7559. I am not vulnerable but I get the message in the Subject and also I get rekey needed. Please Dell it looks like a firmware update is needed. Can I expect Dell to release a new chipset firmware? Intel MEI FW ? Intel Capability Licensing Service Obsolete. Also Error Rekey needed.

Well i found out the problem.Go to services(Task manager)->open services->check for intel capablity licencing service and start it.Now run the detection tool you will find it solved.
