DOS problem after Bios upgrade

I would very much appreciate some help with this problem. 
I have a Dimension 8100 computer and Windows ME.
I upgraded my Bios from A06 to A09 to resolve a problem with a non-working Restart, which I'm told is common with ME.  Restart now works great and the computer doesn't crash as often.  However, it created another problem.  When trying to write in DOS, slashes become é, as if I was writing on a French keyboard.  I've checked and all settings, including keyboard settings, are set for US English.  I've been at this problem for weeks now and there's no resolution in sight.  It's become the million dollar question: who can reset DOS language without using DOS? One tech person tells me to change the country setting for DOS but since I can't use DOS, I have no idea how to change the country setting.  Another tech person tells me I have a faulty keyboard but it works fine everywhere else.  Another yet tells me to revert back to the old Bios but that's no real solution as the Restart problem will return and that is most frustrating.  In giving suggestions, please make it simple as I'm far from expert in this field.  Thank you very much.  aubry
