I have no idea what the "Format Hard Drive and Recover Win98" option is. Have you reformatted your hard disk? If so, you will have to reinstall Win98. When the system asks for you to insert your Boot Disk it is looking for the startup boot disk you made from the Add/Remove Programs option of Control Panel. When you boot up with this disk in Drive A: you will boot to DOS at which time (assuming the boot disk has the proper drivers for your CD-ROM drive) you should type D: (if D: is the letter of your CD-ROM drive) then at the D:>: prompt type setup. Win98 should then install.
