That can be a problem since the registered owner died...
Is it the powerup password, or the operating system password? If it's the latter, reinstall the operating system. If the former, you can try calling and explaining. If you don't get anywhere, though, you'll have to replace the system board.

Just hit the set up key as your machine boots up, usually, F2-F3 or F8.
Go to safe mode using the up-down arrows and where it says set/change password, simply hit the enter button, enter a new password in and close, using the save function.
You can now use that new password and are now officially the administrator!
If you can't log into the safe mode, you may need some Windows password recovery tool to help you solve the problem.
- It seems as a bios password!
I know some methods to reset bios password.
1. The best and easiest method: Close OS and shut down the electricity power of computer. Open your computer box, take out the cmos battery from the mainboard. Then the bios password will be reset to blank. Put it back after a few minutes.
2. Follow some tutorials. For example this tutorial:
Bypass BIOS Password or Crack CMOS Password?
Top 3 methods to crack bios password!
3. Use the bios password recovery, but that is not free!
So I would suggest you the 1st method. Hope it helps.

The registered owner must call Dell and prove ownership. They'll then assist with removing the password.
There is a charge for the call if you're out of warranty - and ONLY the registered owner can call.
