I own a Dell Precision M4600 with a Intel i7-2920XM CPU w/ 32GB RAM

my m4500 allowed me to OC the cpu using the intel provided XTU utility, but the M4600 does not.  After searching the internet, it appears DELL blocks this feature in the BIOS.  Why offer the Intel Extreme Series of CPUs for this machine when other CPUs at a lower price point run at the same exact settings as my extreme cpu if dell is going to block the OC feature Intel gave us in the extreme series?

DELL - PLEASE PROVIDE UNLOCKED BIOS
