Dimension 4700 Network connection not working

We had to re-format a hard-disk for a Dimension 4700 desktop computer, and re-install Windows XP Pro and all the drivers.

Initially we installed the Controller driver for "Intel Chipset Software Installation Utility Utility Rev. A09" shipped with the Dell Dimension ResourceCD

After installing the Network (NIC) Driver for the "Intel (R) PRO/100 VE Network Connection Rev. AOO" the connection to the Internet via cable modem does NOT work.
We have a spare Toshiba laptop and tested the cabling and connection via the cable modem and everything is fine.

We have run the Dell diagnostic and tested the hardware. Everything is fine.

We have uninstalled the Chipset and network driver and re-installed again few times.

We get following message on the connection status icon, showing a yellow exclamation mark:
Local Area Connection
Speed: 10.0 Mbps
Status: Limited or no connectivity

The IP address for the card gets allocated to 169.254.31.67 and subnet mask to 255.255.0.0

Any ideas how to fix the problem.

Thanks in advance for any help

Note that if you are changing the device connected to a calbe modem, you need to do a complete reset of the network every time you make the change. To do this, shut everything off. Wait about 5 minutes. Turn on the modem first, and wait another 5 minutes. Then turn on the device that is connected directly to the modem.  Cable modems remember the last device connected and will never connect to another device and issue an IP address until the reset is done.

    Hi Steve,

Thank you for your help. It is now working!

    A)I have power down:
    1) the Motorola SB4200 SURFboard cable modem;
    2) the Netgear RP614 Cable/DSL router
    3) Dell Dimension 4700 desktop computer as well as
    4) Toshiba TE2000 laptop

    and re-started 1) first wait 5 minutes 2) wait 5 minutes 3)
Now the Dell Dimension 4700 desktop can access the Internet via 1) & 2)
I had done above before, but no luck????

    B) I noticed that after re-formatting the hard-disk and installing Windows XP Pro, Intenet connection was working.
After Windows XP Service Pack 2 update, Internet stop working. I went to Microsoft web site and downloaded some updates for SP2.

    Thank you for your help
