Thanks for your suggestion,
I found the problem due to I replace 2 x 32G Kingston Fury DDR4 3200 before start the machine,
and then I replace with Klevv DDR4 3200 not function even I only put 1 Ram same result no screen, keyboard & mouse not light up.
If I put back the Dell 16G Ram, it work normal. I already order 1 Dell DDR4 3200 hope I can found out what's different with Kingston & Klevv
I need to say Dell support in Hong Kong totally not helpful
Reply Dell oem 32gb sodimm non-ECC

Dell does not manufacture memory. They buy from original memory module makers. Samsung, Hynix and Micron make the DRAM and assemble modules. They sell oem memory to Dell etc.

Voltage does not match between the 2 RAM's. klevv ddr4 3200 is 1.35v. 32g kingston fury ddr4 3200 is 1.2v. I don't know if this was it for sure, but just an fyi that voltages shouldn't be mixed. Crucial.com is a good place to get RAM from.
I tried to find a Dell voltage spec for the 7090 in OptiPlex 7090 Tower Setup and Specifications Guide, but no luck. Be sure to go with the voltage the 7090 came with. RAM voltages can be Googled.
Realized I'm not sure if you meant mini tower or micro.

another user reported 7090M not working with monitor. I would suggest you verify that your video cable and monitor both work using another computer source. are you connecting PC via DP cable to monitor?
if still no video call Dell for warranty repair or return.
