I also saw some 7010 sff units I assume those will work with 3rd gen? I currently have an i7 3770 working in a 7010 MT pc.

Optiplex 3020 Spec Sheet
The 3020 supports 4th gen, but isn't backwards compatible to 3rd gen that I know of.
