in general, Dell did not block anything.

 

It is correct that your NVME is not supported for this Server but it could work.

 

The only thing that could happen we did not support 3rd party hardware with delivering assistance in troubleshooting, driver updates and firmware updates.

 

So the best option would be to test this with a supported configuration.

Under System BIOS I cannot see NVMe settings. 
Do I have to use the dell version of NMVe to PCIe adaptor?

If you were able to install already did you check  Boot Settings  > UEFI BootSequence?

 

If you press F11 during POST does it give the option to specifically select the NVME drive to boot?

 

Only Dell-compliant NVMe PCIe SSD 2.5 inch Small Form Factor (SFF), or NVMe PCIe SSD Adapters are supported.

It is not required you use Dell branded parts but only Dell parts would be supported. Third party product support would come from the manufacturer.

Have you enable F2 > System Setup >  SATA Settings >  RAID Mode? (it will require a reinstall if you change raid mode)
