Error 1919 message when installing outlook

I recently upgraded outlook to 2002 from 2000whe I purchased a new ipaq.   I also went to active sync 4.1.  When I installed outlook, I got the following error message:
 
Error 1919 Error configuring ODBC data source. MS access database, ODBC error 6 Component not found in registry. Verify that the file MS access database exists and that you can access it.
 
At first my ipaq seemed to sync OK but now Im getting a critical error message for it: 86000209.   It doesnt seem to snyn information properly anymore.

    You cannot upgrade Outlook. Outlook has no upgrade path. Installing a diff version causes problems if you have an older Office installed. The new installation of Outlook corrupts the common files for your Office 2000 installation. You have to install 2002 to a diff default MS Office folder and you not be able to use Word, Excel etc with OL XP. Now you have to uninstall Outlook XP first, then uninstall the whole Office suite, reboot and install Office 2000 first without Outlook, then do a custom install of OL 2002 to a diff folder--not Microsoft Office folder. It would be a lot easier if you just upgraded to Office 2003 if you are running Windows XP or better.

    Unfortunately, outlook '02 is what they came with the device.  I think my PC had MS works on it, but not MS office.  I added outlook '00 separately later with a previous handheld device.  I do have Excel that was installed from a MS office disc separately and some office tools which I guess were added with it. 
     
    To make sure I understand, I have uninstall the current version of outlook, then uninstall MS office, reboot, then reinstall office/works? and last reinstall outlook '02 but to a non microsoft office folder?  I am running XP.  Could I not just uninstall outlook and reinstall my older version of outlook '00 if it will work with my device?  Why is outlook '03 any different?
