I have a Dell Deminsion and I got a Code 19 error message, in the device manager, when both my dvd-rw and cd-rw drives stopped working. I can not seem to get them to work. I recently purchased a DRX-810UL drive, made by Sony, and that drive will not work either. The error message keeps telling me that there is a problem with my registry. I have run the registery software program and that did not resolve my computer problem. Does anyone have a suggestion. The only other thing I can think of is to purchase a new hard drive and start over.
Be sure that the config jumpers on both drives are set to CS (Cable Select). Restart the computer in Safe Mode. Open Device Manager and remove both CD devices from Device Manager. Also, remove the IDE controller which is associated with these drives in Device Manager. Restart the computer and let Windows reinstall the controller driver and the device driver for the drives.
Although this is the same article as datapod gave, many find Dell`s somewhat easier to follow; Click on the CD/RW link in my post and scroll to Section 12, article 10.
Best Regards!

Have you installed iTunes? If you have... Uninstall it... Restart Windows... And then go to your device manager and uninstall the driver for your Secondary IDE Channel. Next, go to your Control Panel and click the Add New Hardware and let Windows find your CD-ROMS automatically.
It's possible that Apple has a fix for this iTunes bug... So if you need to use it for your iPod, check around online to see if there's a fix out there. Since I don't use it, I am happy to not have it on my PC. I only needed it so I could buy the new Depeche Mode album online and get a passcode for presale concert tickets.
That's great for you... but for me, deleting the upper and lower filters in my registry did not work. I still continued to get the Code 19 error. I forgot about my recent iTunes install because I only used it once. After my friend told me he was experiencing the same symptoms and was using iTunes, it reminded me of my install and that is how I discovered my solution. I also did some searching elsewhere and it looks like iTunes has caused the problem for others as well.
Bottom line, if trying to fix the registry entries doesn't work, try uninstalling iTunes if you have it and follow the rest of my instructions. It beats having to do a full system rebuild which is what Dell suggested I do after adjusting the registry did not work!
We have seen issues with a number of third party burnings, ITunes as well as MusicMatch, Nero, Sonic, Alcohol, etc... Since you said the steps corrected your problem, I will edit my previous post and remove the in-correct information.
Best Regards!
