Does Dell Vostro 3558 laptops have TPM? I am unable to locate it in my laptop in vain

It will depend on the specific CPU you have installed -- some do, some do not support PTT (the system does not have a discrete TPM, but rather supports the technology by CPU implementation).
If your goal is Windows 11, note that this model is too old to be supported for it. You need a minimum 8th generation CPU for full Windows 11 support -- yours is 4th.
And to answer the next question, no -- it cannot be upgraded.
