my Inspiron 600m cannot hibernate using BIOS A06, A07, or A08.

with every setting the same, i have no problems hibernating on BIOS A05.

Check Display Properties , Screen Saver tab , Power button , Hibernate tab  , "Enable hibernation" is ticked.
Right click on blank area of Destop & select Properties.

gryjhnhpe, i mentioned that " i have no problems hibernating on BIOS A05"

I know , I saw that ,but you have installed other BIOS version so worth checking with other BIOS installed in case it somehow disables setting during install.

    Hydralisk00222,

there is a balloon icon that says "insufficient resources to run API". this message does not show up on the event log ("write an event to the system log" is checked)

the weird thing is that i have:
    * 640MB total physical memory, 450MB (approx) physical memory free, 1270492K commit charge limit
    * 15GB free hard disk space on HDD, single partition
